CAPITAL PUNISHMENT IN DEPENDENT OVERSEAS TERRITORIES
The Permanent Under Secretary's letter of 4 April to Officers Administering the Government of Depend ent Territories on the subject of capital punishment refers to the memorandum on the Prerogative of Mercy in capital cases in Dependent Territories.
I can find no trace of this memorandum in my office and should be grateful if you could arrange for the Department to send me a copy. It is possible that a copy was sent here earlier although this seems unlikely since until 1962 the Prerogative of Mercy vested in the Governor of Jamaica and until 1973 with the Governor and Commander in Chief of the Bahamas. It is possible therfore that the Turks and Caicos Islands were not on the original distri- bution for this memorandum.
