CAPITAL PUNISHMENT IN THE DEPENDENT OVERSEAS TERRITORIES

We spoke at the end of June about Clive Rose's request for copies of the final version of Sir Ian Sinclair's paper on the legal implications of the various options available for dealing with the problem of capital punishment in the Dependent Territories. Although in his letter of 19 April Sir Ian referred to his paper as being "in final form", you will be aware that a number of modifications, some quite substantial, have subsequently been proposed.

Sir Ian has now suggested that since action on this subject has been suspended and it is not proposed at this stage to give his paper any circulation to Ministers or officials, further revision of it should wait until the question needs to be brought up again to Ministers. The paper can then be modified in the light of subsequent developments and prevailing policy considerations.
