The Prime Minister has seen the memorandum on capital punishment in dependent overseas territories (GEN 103 (78) 1) dated 9 February which the Foreign and Commonwealth Secretary has circulated to his colleagues on GEN 103.
The Prime Minister would be grateful for a report of the conclusions reached by GEN 103 after consideration of this memoran- dum. The Prime Minister has commented that the question may need to come to Cabinet.
I am sending a copy of this letter to the Private Secretaries to the other members of GEN 103 and to Martin Vile (Cabinet Office)..
