I'm afraid my view remains that the lives of two men are of more importance than a constitutional quarrel with the Bermudians.
I would be grateful if you could give me details of any steps that have been taken, or are imminent, over the reconsideration of our policy on executions in Dependent Territories, with a view to preventing them.
I would also be grateful if you would confirm the fact that the Foreign Secretary can propose such steps on his own initiative, without being dependent on In! the matter first being recommended by Parliament. In your letter you seem to suggest that he would only take action if Parliament's recommendation were forthcoming.
