1. As you know, Sir I Sinclair has agreed that a paper be drafted and agreed with the members of the Law Officers' and Lord Chancellor's Departments on the legal, as distinct from the political, aspects of this problem. I understand that you will draft the paper.
2. I attach a dossier containing all the significant minuting by legal advisers on this question over the last year, and I have included one or two other background papers, as detailed on the enclosed schedule. Of course, much of the legal advice has been concerned with the vetting of draft submissions and letters but the dossier gives a fairly comprehensive view of the legal aspects of this question.
