I attach an outline of a draft to issue to Mr Wallace and the other Governors in whose Territories capital punishment is retained.

I believe this is on the lines of the draft suggested by Mr Stewart at our meeting on Friday afternoon. However I would be grateful for any advice as to how this might be improved.
