I attach a draft submission and reply for signature by Mr Stephen, which has been cleared with WIAD.
2.
Mr Stephen's PA informs me that he will not return to the Office until next Monday, 30 January. However, she considers that the reply is not of a sufficiently urgent nature for it to be signed by anyone else within the Office as Private Office have indicated that the reply should issue from Mr Stephen.
3. I have followed the example of the letter to the Erith & Crayford Labour Party in copying this to PS/Mr Rowlands, Sir A. Duff & WIAD.

I suggest omitting the part in square brackets - para 2 of the draft: for once, writer is not complaining about the Secretary of State's refusal to intuvene (indeed, she seems to part of approve of non-interference) so
there is no need to be defensive about this.
