Capital Punishment in Associated States

Please see Mr Stewart's submission of 18 January, and of Murray's minute on it of 14 January attached. We should be grateful for your advice on the Secretory of State's position in all this: if the Queen does retain a residual Prerogative of therry in the Associated States, but Minister of those states have no right of access to the Soverign (does that mean that the Sovereign equally has no right of access to them, since that would seem to be what we are concerned with here?], does it automatically follow that X she must tron to the Secretary of State for advice on

appeals to her to exercise her prerogative? And if he this is ashed to advise, does he have any power (given the "policy intention in setting up the Associated States... that they should be fully self governing in all the internal affairs") give advice independent of the Minister of the State concerned?
