I. As I informed you I have consulted Mr Rushford regarding the
108 conflicting advice provide? by him in his minute of 23 January and Mr Bickford ( Flag C Mr Rushford says that Mr Bickford is correct in stating the Governor's position. Mr Rushford was stating HM The Queen's position. However Mr Rushford does not agree with Mr Bickfords statement that HM The Queen acts on advice of WIAS Ministers.
2, I have flagged at Flag Folio II on HXC 14/501/3 of 1971) Despatches Mr Rushford refers to in paragraph 2 of his minute of 23 January. (It is not clear whether, in fact they were copied to WIAS.
