With reference to para 4 of your letter, we think a DOP paper on Anguilla is unlikely to be necessary in the near future, certainly before mid-year.
We do not yet know when the Status of the Apostolic Delegate will be ready for discussion by DUP but a paper will need to be considered within the next few months.

UK/Irish Continental Shelf Arbitration
This paper is
more likely for February than for January since we are awaiting the opinion of the English and Scottish Law Officers at present.
As regards reference back to the UK/France Court of Arbitration, the answer is that, with luck, we may be able to report on the reference back early in March.
GEN 103
We are working on the question of capital punishment and Dr Owen will probably wish to come back to GEN 103 on this before very long.
Apart from the detailed comments above, we agree with the proposals set out in your letter.
