1. The Secretary of State instructed that I should prepare a paper setting out the options for future policy on capital punishment in the dependent overseas territories for him to put to his colleagues in GEN 103 (Mr Wall's minute of 16 December, of which you have a copy).
2. I attach a first draft of this paper for your comments. The Secretary of State has instructed that the paper should be with him for his return on 13 January and accordingly I shall be glad to receive any comments you may have by close of play on 12 January.
