1. You will remember the discussion on whether the Governor has power to commute a death sentence after The Queen has refused to intervene (your telegram nos 220 of 10 December, Personal 54 of 15 December and our telegram no. Personal 48 of 16 December). -In paragraph 2 of Personal 48, Tony Duff
promised he would see that "whatever differ- ences of view exist are thoroughly gone into". We have now secured an opinion from Sir Ian Sinclair, the Legal Adviser to the Secretary of State, and I am enclosing a copy of it.
