It is customary in such situations to take action in the light of developments on the spot.

(a)

What plans does the Government have to ensure that Bermuda becomes an independent democratic state?

As I have explained above, Bermuda already has a democratically elected Government. It has long been British Government policy to encourage independence for those Territories that wish it, but not to force it on those Territories which do not. A Green Paper on Independence was published by the Bermuda Government last July and they intend to publish a White paper on the matter in due course.

(e) How many other countries can call upon British troops at

such short notice?

The British Government is responsible for the internal security and defence of all remaining British dependent territories, and also for the defence of the West Indies Associated States.

(f) What steps is the Government taking to abolish capital punishment in British dependencies?

In his statement to the House on 5 December Dr Owen indicated his willingness to reconsider our policy towards capital punishment in the dependent territories if Parliament so wishes.
