Dear David,
Last week in the British Virgin Islands on a CPA delegation, we found that a man had been convicted for murder, and that the death penalty exists. I have also learned (whether I should have or not, I don't know) that the FCO is considering abolishing the death penalty in the dependent territories. The man has appealed; but I believe his family hasn't much money, so can't spin it out long.
It thus becomes a matter of conscience for me to write and urge you to hurry forward the abolition.
