CAPITAL PUNISHMENT: PQ BY LORD KENNET
1.
Lord Kennet has put down a Question for Oral Reply asking for the numbers of executions which have taken place in British Dependent Overseas Territories since the last execution in the
United Kingdom.
2. Lord Kennet (Wayland Young, 2nd Baron (Kennet)) has recently been in the Caribbean area with a delegation from the Commonwealth Parliamentary Association. On 16 November he wrote to the Secretary of State about the case of Sylvester Gaston who is under
Over Christmas sentence of death in the British Virgin Islands.
he was approached by the Leader of the Opposition in Bermuda who sought his support for the setting up of a Royal Commission to look into the disturbances which followed the executions there last
month.
3. I submit a draft reply, together with notes for supplementaries and a background note.
