Please see No. 2 below. We are not the lead
department on the correspondence but it may be as well to find out whether anyone in our own department has any ideas which may be put forward for commemorative stamps in 1979.

ach year the FCO is asked for ideas, departments are circulated, and in most cases nil returns are sent to the home department. Then, when it is far too late in the day and the programme has been sewn up, the Office have wanted to 'push' an issue last year the subject was 'Human Rights' which engendered a fair amount of correspondence.
