1. Your predecessor, Michael Beale, wrote to me on 10 February asking if there were any forthcoming international events which the FCO might like to see commemorated in the lost Office's Special Stamp programme in 1979.
2. Two possibilities were mentioned: first a tentative series on children and childhood in recognition of the UN Year of the Child. And second, a series in honour of the elections to the European Farliament (subject to these taking place in 1979).
3. I have discussed Michael Beale's letter with other interested FCC departments and UN Department has indicated that it would welcome a special UN series. As for elections to the European Parliament, could you perhaps let me know if the series would be a national or a collaborative issue? Last year, the Dutch Government suggested that a collaborative venture with other EEC countries would be appropriate.

We note the apprehension with which the Post Office views a European Parliament stamp issue. However, you may wish to alert them to the fact that a date for direct elections - probably May/ June 1979 - is likely to be agreed on at the meeting of the European Council in Copenhagen on 7/8 April.
