Dom Dound,
VK-1979 SPECIAL STAMP PROGRAMME
Thank you for your letter of 9 March.
I attended a meeting of the Stamp Advisory Committee on the same date, at which we discussed the programme for 1979, but no- one pressed for decisions. There was a general lack of enthusiam about direct elections as a subject for a series (which I must confess I share) but I told the Committee of Mr Volker Heydt's recent Petition to the European Parliament concerning a single collaborative stamp to mark the elections (this is presumably another manifestation of the Dutch idea to which you referred in para 3 of your letter).
In the end it was left that if direct elections were to figure in the programme they could only do so as the subject for a single stamp. We shall no doubt return to the matter at the Committee's next meeting (on 11 May), by which time the date for direct elections may be more firm. Meantime, it might be helpful to sound out views among our Community partners on the subject (without, of course, appearing to be positively supporting the idea) and I would propose to do this in the corridors of the PO/GT 16 meeting which I shall be attending early next month.
