In reply to your letter of 7 February 1978 I write to say that the answers to the questions posed in your letter are as follows:-
Insofar as the Territories named in your paragraph No 1 are concerned the technical details of stamp issues are worked out between Postal Administrations and the Governments of the Territories concerned with the approval of HM Government who has, however, ultimate responsibility in the final analysis.
The Territories named in your paragraph No 2 have been responsible for issuing stamps on dates as follows:-
Solomon Islands
Cayman Islands
Fiji
Gilbert Islands
Montserrat
Turks and Caicos Islands
British Virgin Islands
Tuvalu (formerly Ellice Islands)
