UGANDA STAMPS: "Coronation" Issue
Mr Carter telerhoned to say that it was
for the Company to decide what business arrangement they should have with the Ugandans. It was to be hoped, however, that normal practice would be followed and I confirmed that The House of Questa knew well the requirements for presentation of designs to the Palace - e.g. the fact that Her Majesty's portrait should not appear on a design including the reproduction of a living person. He thought it would be best to offer Mr Haswell the informal advice that the firm should have nothing to do with the proposed designs if this could be avoided. Mr Carter had discussed the matter with PCD who thought that Mr Tidmen in the Lord Chamberlain's Office should be made aware of the situation.

I telephone Mr Tidman who had the following
observations to make:
There would be no exemptions for Coronation
stamp issues this meant that the rule about The Queen not appearing on a stamp with the reproduction of a living person should not be waived. If Uganda wished to have other personalities on their stamps this was clearly no business of The Queen's but since the subject of the issue was to be the Coronation then as a matter of courtesy the artwork should be submitted for Royal approval. It will thus be for the House of Questa to ensure that designs will be acceptable to HM The Queen before they are submitted.

to Mr Haswell who agreed that it was in line with his own views.
