In your letter (205/1) of 15 February 1978 to Bob Tanner you thoc 20s suggested that a suitably edited version of our Memorandum on Stamp

Policy might be made available to the Governments of the Associated States. I am sorry to have taken so long to reply you will appre- ciate that this was not something to which we could give very high priority. However, we have now completed a suitably revised version of the memorandum, and I enclose copies which you may care to pass on to the Governments of St Lucia and Dominica if you still think it would be useful to do so.

2. I am sending a copy of this letter and enclosure to DBGR's in Antigua and St Vincent for the respective governments, and also to BGR in Barbados for his information.
