It would be timely if Mr Quantrill and Mr Clarke were to pay a visit to Sutton in the near future together to have an afternoon's session with Mr Sims since Mr V.Shipp, who was in control of sales and publicity, has retired in the last week or so, and to the best of our knowledge no steps are being taken as yet to replace him.

Mr Shipp was a man of considerable energy and did his best to keep the Crown Agents' reputation on the up-grade - they can ill afford to lose

him and much less not to have someone take overhis job.

Some ideas which might be put to Mr Sims are:

(i) Cannot Crown Agents play Urch Harris at his own game

by ear-marking someone in the Division to spend limited periods in overseas territories training local staff to set up a philatelic bureau?

(ii) Is the staffing of 'H' Division (Stamps) so arranged

to get maximum team efforts in arranging programmes as is done in the case of the Falkland Islands? This means considerable thought being given well in advance (at least 4 - 5 years) to suitable subjects.

(iii) In view of the dependency of most of the territories on

stamp revenue should not the Division give priority of effort to U.K.Overseas territories in preference to the interests of their independent principles?

(iv)

Are the Crown Agents making the best of the tourist trade opportunity in the Caribbean, e.g. presentation packs, schoolboy packets, stamp wallets.etc. which could be made un in the territory?

(v) How keen are the Crown Agents to involve the territories

in exhibitions overseas, particularly in the Americas? And is maximum publicity being given to their issues at exhibitions.

(vi)

Is there no chance of the Crown Agents being able to provide funds for the setting up of local bureau which would be repayable out of stamp sales? (This has been one of the reasons for Urch Harris

succeeding in some territories at the expense of the Crown Agents.)
