I attach the following files with various papers flagged giving background to attempts made in earlier years by certain agents to gain control in the 0.T's:

the agents mostly concerned have been J & H Stolow Inc. (New York) of which Mr Finbar Kenny is Managing Director; Inter-Governmental Philatelic Corporation of New York (Mr Manfred Lehmann): Messrs 0 J Urch Harris (of Bristol).
