(ii) try to take a more neutral attitude on mich questions as agencies;
(1) Consider about March next year whether we could isone an amendment to the memorandum which would include such things as
a) rescinding the requirement to submit forward programmes (while reminding Govenors of the need to be conscious of any possible political implications of the stamp designs on which they should consult the appropriate geographical department where necessary)
territories to which stamp-issing powers have been transmitted and those to which it has not, and setting out clearly the practical implications for each category
c) modifying the rather starry eyed recommendation of the Crown Agents.
