3. In the meantime I agree with the recommend- ations in paragraph 11 of your minute. But does dropping the requirement that Governments of Dependent Territories should submit their future plans for approval entail amendment of the Memorandum or the issue of new instructions? If so I think it would be better to let the present practice continue until we embark on a more general revision of the Memorandum.
