UGANDA POSTAGE STAMPS: CORONATION ISSUE

Please see the designs below which have been submitted to us for comment by the Security Printers.

The proposal that Uganda should mark the 25th Anniversary of the Coronation with special stamps came up earlier in the year - see Nos.14 and 15 on the file below. The normal channel for an independent Commonwealth country from High Commission to Buckingham Palace - is not available and as we are not in diplomatic relationship with Uganda, the FCO should not presumably take action on behalf of that government. Yet Uganda is still in the Commonwealth and the Security Printers need to know whether the designs are approved before they issue printing instructions.

One solution is to tell The House of Questa that they must themselves seek Royal approval through Her Majesty's Private Secretary at Buckingham Palace. Before so informing the House of Questa (Mr Haswell) however we wish you to be aware of the situation and to know whether you have any comments or wish to give us other guidance.
