As it stands this report is about the most indigestible lump of paper I have seen for quite some time. It would require far more time than I have available to establish what of all this is applicable/relevant to Belize, and I welcome the idea (paragraph 4 of your Minute) of a summarised version to go to 0.A.G.'s.
