1. You may have seen the report by the Bank of England on their survey of humimatic Coin Programmes in lerendent Lerritories, which was circulated under cover of Dr Jagner's zinute of 1 bruary. This was a doom lacen document, but it was evident from the relies to that minute that nobody really believed that there was a serious problem for ERC in the present situation. e do not, therefore, think that it is necessary to introduce any new control from London, though individual Governors may wish to tighten u′′ on their local controls. If you agree, I surgest that we now write to #11 ones on the lines of the attached.
