I consider that once a decision has been tak taken on the contents of TRO(77) 25 (w/7)* we should arrange to draft ( with MAED) a letter to Governors informing them of decisions taken which are relevant to their territories; setting out exactly what is required of them and where necessary asking them to revise their Standing Instructions and Contingency Plans and in those case where neither have been produced in response to Mr Champion's circular HX 21/1 of 20 December 1973, to request that appropriate plans be drawn up by a specific date and submitted to FCO.
