Meeting of the Ministerial Committee on Terrorism: 30 January 1978

You were kind enough to show me Mr Morland's brief of 26 January on Military Intervention Overseas and Mr Burrow's minute thereon of the same date, since the Secretary of State who had asked to be consulted was leaving London this afternoon immediately after the 4.00 pm vote in the House of Commons.

The Secretary of State has commented on the brief:

"On paragraph 2, I would keep the Prime Minister's options open on this, on the principle of horses for courses, i.e. Merlyn Rees would be far better than me if it involved Eire".

Dr Owen had the following further comments:

a)

On paragraph 3(i) against the suggestion that more than one particular Minister might be designated as leader of a team sent from London he has commented:

"Not very sensible. I would not push this".

b)

On paragraph 3(ii) he agrees that we would do better to try a less legalistic formula.
