The Germans have convened a meeting on 1/2 August at
the level of Directors General of Civil Aviation, from
governments who took part in the Summit to consider how to
give effect to the Bonn Statement of Heads of State and of
Government on Air Hijacking. The FCO will take part.
This first meeting may prove to be largely exploratory and
in any case decisions would be ad referendum to Ministers.
There are, however, a number of issues on which it would be
helpful to have the Secretary of State's guidance in advance
of the meeting. All have implications for foreign policy,
although some of them are of primary concern to the
Department of Trade, the Home Office and the Ministry of
Defence.
The scope of the commitment

Here there are four questions.
There
(a) In what circumstances should action be taken? It
seems clear that if for example a British aircraft
were detained in the Argentine it is intended that
action should be taken against the Argentine.
could however be disadvantages in extending this
principle to cover Argentine detention of a Chilean
aircraft i neither party were an adherent to the
Statement. This difficulty would be highlighted if an
Israeli aircraft were detained in an Arab country or
vice versa, and neither country had adhered.
