5. There is no reason why the other five territories should not become independent if their populations wish it. It is HMG's policy to do everything possible to encourage dependent territories to move towards independence, in accordance with the United Nations Charter, but not to force independence on those territories which do not believe they are yet ready for it. In the meantime, all of the territories concerned have already attained a substantial degree of internal self- government.

6. In addition to the Dependent Territories listed above, Britain remains responsible jointly with France for the administration of the New Hebrides (which are expected to become independent before the end of 1980), and also retains responsibility for the defence and external relations of the West Indies Associated States of Antigua, Dominica, St Kitts-Nevis-Anguilla, St Lucia and St Vincent.

Of these, Dominica will become fully independent on 3 November 1978 and all the rest except Antigua (which has so far expressed no wish to end its Associated status) are expected to become independent before the end of 1980.
