PACE OF DECOLONISATION
1. The paper on "The Future of Small Dependencies" by Mr Branney of Research Department, covered by the Director of Research's minute to Mr Stewart of 11 May of which he sent you but not all recipients of this minute a copy, has borne in on me that several departments eg HKGD, WIAD, CCD, UND, Planning Staff and now the Research Depart- ment - have been producing think-pieces about various aspects of the future of the Dependent Territories. There appears to have been clearance, but not much coordination.
2. Subject to your views I would propose when I return from the Caribbean, and in any case before the holiday season, to convene a meeting of all concerned to see whether we cannot produce a single paper updating Mr Callaghan's despatch of 13 June 1975 and covering the various national and international aspects of this stage of decolonisation. I am getting quite bewildered by the flurry of disparate paper on these issues, and I suspect that others may be toob We also run the risk of speaking with different voices in different fora.
