Action Taken

Mr Stratton has called a meeting for 31 August to discuss co-ordination of the various aspects and mass of paper on decolonisation activities.

2. General Section have a co-ordinating role in all of the aspects listed by Mr Stratton, except for the ODM Social Indicators. Specifically:

i & ii we have been kept informed on UN aspects Ivor Richard's despatch of 28 March 1978 and Mr Posnett's new group on mini-state membership (which Mr Stratton feels is basically a matter for the UN itself).

iii - mini-state membership of the Commonwealth is basically a decision to be taken individually by each territory as it becomes independent, and we only need be aware that this option exists.

iv - it has now been approved that HKGD organise the seminar on mini-states and the future of Britain's remaining dependencies in summer 1979.

v I think the title of this paper is misleading it is essentially a historical background paper on the DT's, with one or two personal comments on the future by its writer, Mr Branney.

vi - this review of the 1975 circular despatch is basically an HKGD exercise, which has been held up since February by the failure of WIAD to contribute. If they can be persuaded to produce this contribution as a matter of priority, the review can be finalised for submission and wider circulation the draft has so far been seen only by DT geographical departments, Planners, Legal Advisers, Research Department, CCD, Defence Department, OPA, DTEU and DT Adviser. This paper could then be the authoritative document on the future of DT's and might help to keep down proliferation of paper. vii see Mr Cortazzi's account of the meeting and Mr Duff's follow-up discussion.

4. Our possession of these papers surely indicates that our co-ordination role is working the meeting might produce ideas as to whether, or how, this might be extended. The ODM CPP's and FCO CAS's could also be relevant, but General Section do not normally receive copies of these.
