St Kitts and Montserrat.

No CPA visits were made in 1976 to

WIAD territories al though one was made to Belize. In 1977 the programme was as follows:-

Cayman Islands and Turks and Caicos Hessrs Davies, Biffen, Hooley, McCusker and Shaw.

BVI, Dominica and Antigua Mrs Short and Lord Kennet.

Messrs Grant, Nelson, Rodgers,

The visit to Dominica was cancelled because of the civil servants' strike there and the delegation was diverted to St Lucia. The visit to the Turks and Caicos was also cancelled at the last moment by iiinisters who were angry with HG over their casino proposals.

I recall that the last CPA visit to Belize, which was followed by a useful meeting in ir Rowlands' office, was regarded as valuable at this end but otherwise I am not sure how much we stand to gain from visits of this sort and before deciding what to recommend to Mr Rowlands I shall welcome your views on the whole matter.

Membership himself and Mr Rowlands clearly had this in mind too. of CPA delegations is not of course under Government control can such delegations be asked to carry out specific tasks or present reports to the UK Government. This was why Sir Douglas pressed the idea as better than a CPA visit.
