Although you may wish to see the minutes by myself and Mr Kirkness of 2 and
4 October respectively, I think I should record two further points:
i. It now seems unlikely, following a telephone conversation last week between Mr Widdup and hir Kirkness, that there will be any meeting between the Minister and the Chief Secretary in the very near future; and
ii.
One of the points which Mr Middup made in speaking to Mr Kirkness was that it would be a lot easier for the Treasury to relax detailed control "if the ON performed rather better over the Aid Framework and over Country Policy Papers".
Mr Kirkness' minute records Mr Middup as caying that there had been inordinate delays in the preparation of CPPS and that there were great gaps in their availability: it was not therefore convincing for Oli to argue that broad policy for each country was set out in these documents.
