5. In most, but not all territories OAGS are vested with reserve powers in relation to the Legislature.

In all territories the right to make laws with the advice and consent of the Legislature is vested in the Governor and the powers of disallowance are vested in Her Majesty.

7. Powers exercisable by Her Majesty and OAGs to control the terri- torial governments differ. Attached is a table showing this. From this table it can be seen that Bermuda and Montserrat and to a lesser extent BVI are very near to internal self-government and our ability to control events is very circumscribed.

8. A special mention of the Governor's powers in St Helena is necessary. The Constitution is not as advanced as those elsewhere in the Caribbean and Atlantic. In effect the Governor's powers are extremely wide and he need not consult with his Executive Council on matters which he considers are of such a nature that in his judgement Her Majesty's service would sustain material prejudice by reason of his consulting thereon.
