1. Thank you for the copy of your minute of 9 January on the above.
2. As far as the Falkland Islands are concerned, I agree that they fit correctly into category (d), as indicated in the draft. But in practical terms there is no likelihood of their being granted independence, and I suggest that the comment "Decolonisation not an option" which you have applied to Hong Kong and Gibraltar in the same category (d) should be extended to the Falklands too.
