I. You asked to see these papers again today (folio 1).
2. Most departments have now commented on the outline of a draft paper but I await views from Defence Department and OPA.
3. Meanwhile I have a further rough draft below which I now wish to work on in greater detail since there are other matters requiring consideration for inclusion. Mr Dale is still working on his piece for the five Caribbean territories.
4. I expect that we will find that the result of the examination of our policy is that it is only the five Caribbean DTs which require consideration. That we either let them procee_d at their present pace or take a step backward and remove some devolved powers if they show no sign of moving forward or thirdly, a stick and carrot to get them to independence by specific dates. I consider that the present aid policy should be looked at with a view to having considerable funds available to properly build- up their infra-structures so that their Public Services and everything else which is essential for them on independence is it operating well
before independence. This may require consultancies and a large number of expatriates for several years to get them off the ground but well worth it if it mudges them forward. No further devolution of power unless the DT gives an undertaking yoga for independence.
