REVIEW OF DECOLONISATION POLICY
1.
Further to my minute of yesterday I now attach a copy of a second revise of the outline draft paper which includes recommendations.
2. Much of the content of the final draft will turn upon WIAD's contribution regarding their five Caribbean Territories. Mr Dale has still not been able to produce these papers but he assures me that he will endeavour to do so next week.
3. If you have any preliminary views about the shape that the 'final paper should take I would be most grateful to learn of them.

Mr Jasper's draft contains much useful information, but alot of it simply goes over gain the ground covered in the 1975 paper.
I suggest therefore that we should aim for a shorter paper, to which the 1975 study could form an annex. Taking Mr Jasper's paragraph 1 as the starting point, we should refer back to the 1975 paper in order to make clear that the Bermuda situation came as no surprise and that the problem posed by Mr Cortazzi is not a new one. The covering despatch of 13 June 1975 said "Even when we retain sovereignty, the continuing process of devolution to local Governments tends to leave us with responsibility without the effective control to carry it out, and consequently liable to
