should the wishes of people always be
paramount;
if they are, what do you do, if
(a) those wishes are likely to lead
to tension and possibly conflict
against which Britain cannot provide
realistic defence;
(b) they are likely to lead to a state

of continued dependence on the UK in
spite of the fact that the people
are manifestly ready for independence;
different people in the territory want
different things.
How do you deal with large and powerful
neighbours who threaten the existence of
a dependent territory? ignore them?
Negotiate with them? Even if their human
rights record is appalling:
Is political compromise justified even if
these neighbours have in our view, no
rightful, legally or historically based
claim if the end result is a realistic
claim,
settlement;
