opposition are not willing to play ball unless

they see themselves as the recipients of the

power to be transferred (the Associated States).

(3a) Territories which want and are ready for

independence but where one part of the territory

is resisting this and wants to go its separate

way (St Kitts, Nevis, Anguilla)

(4) Territories which want continued dependence

or at best are willing to move to independence

only very slowly and who expect us to bail them

out when they get into difficulties either of

a financial or security nature, but resent our

interference otherwise (Bermuda/Turks and Caicos).

(5) Territories which are dependent and are not

likely to be suited for any other constitutional

form in the foreseeable future or ever

(St Helena).

These "problem" territories throw up a number of issues and

principles often conflicting which it is the task of the policy

maker to resolve.
