In News Department's view this is an interesting theme, well worth presenting publicly, but we doubt whether the daily press could be persuaded to use much of it.

In our view the options are:
i) to have the material worked up into an article which could be offered for publication by a serious journal; or
ii) for Mr Rowlands to make a speech on this theme to a
suitable audience. In that event News Department could also make copies of the text available to the press.
It might be helpful to have Mr Stephen's advice on a suitable outlet.
