1. Folio 1 contains the background to the commissioning of the review of policy on decolonisation.
2. Below is the latest draft of the paper on the review of decolonisation as requested by Mr Stewart in his minute of 9 February (folio 28).
3. The review is complete as requested by Messrs Stewart and Quantrill with the exception of WIAD's paper on the five reluctant DTs (Bermuda, BVI, Cayman Islands, Montserrat and Turks & Caicos). My minute of 22 February (folio 35) to Mr Dale asked for his contribution by the end of this month. Unfortunately, he has not been able to devote sufficient time to it and, in fact, has gone to the country this week in order to concentrate on his study. it is complete you will have to decide whether it should be included in the attached draft or should form a separate paper as an annex.
