added that for democratic Commonwealth countries defence cooperation
e.g. over defence training might also have an important role to
play. But this would require Britain being prepared to produce
more money to subsidise training courses.
7. Mr Ranelagh privately commented to me that he was grateful
for a breath of realism. He clearly did not believe in Mr Shelton's
