I attach the paper submitted by Mr Branney (I received it this morning) at Mr Rowlands' request. I understand the Minister of State would like to see it, and no doubt any Departmental comments, before the weekend.
2. I attach our only copy of the 1967 Study of Guarantees mentioned in Part IV(c) of the paper (please return it in due course), but I suggest it would be useful to submit now the 1973 PAR report mentioned in the covering note.
3. The main value of this material is its review of historical background. Mr Branney has not been able, naturally enough, to produce in only a couple of weeks any very new ideas on policy options. But I think he could usefully be consulted further about that if additional studies, particularly internal ones, are undertaken.
