1. Mr Hall has drawn my attention once again to Mr Champion's letter to Mr Scott of 9 April 1974 (copy attached) which set
out the way we thought CRS should be used in disciplinary
cases. Paragraphs 5-9 are concerned with the use of CR55 and
show that it was intended that whenever possible an officer
dismissed under CR55 should be told the grounds on which it
is proposed to remove him from office and be given an
opportunity to make representations before a final decision is
taken. It was also the intention for each such case to be
referred to an independent com ittee of two 'wise men'. I
imagine that the latter suggestion will be considered
irrelevant on this case, given the number of linked cases involved.
2. There is probably nothing to be done on this at the moment, but we should be clear on our proposed course of action.
