below. I have put together the first draft of a reply, which as you will see is extremely negative. From the tone of his minute I get the impression that Mr Stratton wants us to sweep aside all opposition to such a change, but while I can see that the result he wishes to achieve would be administratively tidy and would prevent a couple of perennial embarrassments, I foresee that the path to such a result would be strewn with large obstacles, one being Hong Kong and others being manpower limits and want of finance. Nor can I see why Mr Stratton is set on taking on a large financial responsibility from DTs perfectly capable and willing to look after their own Governors. Neatness is very commendable but not normally adduced these days as a reason for spending FCO funds.
