GOVERNORS' TERMS OF SERVICE
1. As requested I have redrafted from scratch the submission
to Mr Stratton on Governors' terms of service and attach it below. It includes additions and amendments already suggested by Mrs Gregory and Mr Hall.

Pace Mr Stratton, I really do not see how we could justify including Hong Kong in any changes and I have serious doubts about the value of including any of the richer Territories, although this would obviously be tidy. Also by including all these items together we risk losing out on all of them, when one or two (particularly leave passages and maintenance of Government Houses) might have been dealt with with much less fuss if kept as separate exercices.
