Mr Green's attached submission has been the subject of much discussion with Mr Hall and myself and none of us are very happy about it.
2.
My own feelings are that to attempt to make such sweeping changes at this stage in our colonial history is to use a very large and expensive sledge-hammer to crack the few remaining nuts. The "nuts" are virtually Montserrat and St Helena i.e. those dependent territories where there is an HMOCS Governor who is likely to be there for some time. regards the other territories, the only ones now without DS Governors are:-

therefore feel that we should not alter the status of the few HOCS officers who are left but should continue to top up their local salaries from FCO funds. If necessary we could also seek CSD authority to extend this topping up to their allowances as well. This would obviate the need of their having to go "cap in hand" to their Chief Ministers asking for an increase when we recommend that their expenses necessitate this.
4. The two spheres where I think we should step in and help all Governors are on the subjects of leave passages and official houses. If we were to pay Governors' leave passages we could do away with the present "window dressing" whereby in the more difficult territories we order a Governor home for "consultations" at more frequent intervals than the territory is prepared to pay for. This arrangement does not, of course, cover his wife. We, and not the territory, would be able to decide how often a Governor needs leave and in this we could be guided by the Inspectors in the same way as is done in DS posts.
5. As regards Governors' houses I think Mr Green's proposal 7 is more feasible than that in 7A. I cannot see PSA ever taking full responsibility for the maintenance of Governors' houses since they are only prepared to do this if the property belongs to HMG and there would be certainly no question of our buying them from the territory. I have recently ascertained from Patrick Duff that the ODM Development Divisions allow a certain amount of money towards the upkeep of Governors' houses. They usually supply this for a specific event eg. a Royal visit.
